Since no-one complained in the last six years, I’ll assume this is as rarely used as I thought.
People are still welcome to comment if they want/need this, but I won’t block the stable release on this.
In D7, we gave users the ability to manually create saved searches via a form (if the admin enabled this functionality in the settings). We should implement the same for D8, too.
(Not sure if it's a release blocker, though – please comment if you think you do, otherwise I'd assume it's not used widely enough to make it block a stable release.)
