From the discussion in #2854558: Port TFA Basic to Drupal 8 → it seems that the way forward for TOTP in Drupal 8 is Google Authenticator login → module.
This should be documented in the module's homepage, and maybe in https://contribkanban.com/board/contrib_tracker
