The flexslider_picture.install file has code in flexslider_picture_install() to make sure there is a record in flexslider_picture_optionset for each configuration.
This works as expected. However, if a Flexslider configuration is deleted, the records in flexslider_picture_optionset are left over as dead records. The only way to clean them up is manually in the database.
The flexslider_optionset_form_delete form in the Flexslider module needs to have its _submit function hooked to delete records from Picture's flexslider_picture_optionset table.
