I think getting to beta as a step in reaching a full release should be a focus.
The Production Checklist module tries to gather various aspects of a website through site building, sysadmin, code, legal, ... during and after the site launch. Currently, it solely focuses on Drupal 8 sites and also aims to facilitate adoption of common practices.
Some points have probably been forgotten, other may seem to be removed, but let's start by a first release, and here is the list as a single page to facilitate content review.
