Add symfony/thanks to Drupal

Problem/Motivation

We want to make it easy for projects built on Drupal to give thanks to the packages Drupal is built on top.

Proposed resolution

Add symfony/thanks to our composer.json which gives thanks (in the form of a GitHub β˜… ) to your fellow PHP package maintainers (not limited to Symfony components)!

The package adds a reminder to give thanks on composer update and has no effect unless the composer command is run:

Remaining tasks

Discuss whether it should be require or require-dev and whether to include at all - and maybe if we want to add support for something similar to drupal ecosystem.
