drush basic-install script fails after updating drush to Commandline Tool 9.1.0

Description:
After installing and enabling basic theme, I was unable to successfully run the drush basic-install script to produce a renamed copy.

Expected:
Drush basic-install should run and take me through process of renaming basic theme.

Actual:
When running the drush basic-install it fails and returns the error below:
"[Symfony\Component\Console\Exception\CommandNotFoundException]
Command "basic-install" is not defined.

My dev environment is Ubuntu 16.04.1. I'm using a composer based drupal project, with
Drush Launcher Version: 0.5.1
Drush Commandline Tool 9.1.0.

When using previous -
Drush Launcher Version: 0.5.1
Drush Version : 8.1.15
There was no error with drush basic-install and it work fine.

    Hi Guys,

    I've tinkered with this over the years and it seems we no longer package the install script so I'm going to close this issue. If someone can come up with a plan to reintegrate an installer into BASIC, please open a new issue and we can build that out.
