I've created ✨ Support Drupal's internal page cache by altering page cache ID Active to start a related conversation about supporting Drupal's internal page cache.
Set it up on a D8 site with language_selection_page but the internal page cache caches the first response after a cache clear so the redirect to the proper language doesn't work for anonymous users.
Disabling page_cache seemed to fix the problem but the results are not consistent
