If there is a validation error, the field is not highlighted.(for example URL validation:enter invalid URL). If we add new paragraph, it will not add new paragraph because Ajax request fails. later if we delete(Remove button) the paragraph with invalid data, the whole block disappears including add new button, title etc.

I did also observe this issue and can confirm that permission "link to any page" makes the difference.
