Using Rules, it should be possible to hook into the order update process and capture a charge that was authorized.
This way, it should be possible - in combination with "Authorization only" mode - to put the payment form on the first page (or on the payment page) rather than the final Review page. Basically, the payment pane would authorize the payment as usual, and then as the customer proceeds to the "Complete checkout" page, as the order is updated, Rules finds the authorization transaction and captures it.
I have a proof of concept locally that works but could use more testing.
