On the supported versions of Drupal locks are not removed on logout.
This patch allows administrators to configure whether locks are kept after the user logs out. This might be useful for some implementations where the behaviour of the site requires users to check out documents for long periods, regardless of when they're logged in. A note about Content Lock Timeout has been added to recommend that locks are set up to time out eventually.
