I'm not able to reproduce this on Drupal 11.
Feel free to reopen this issue with steps to reproduce on the 2.x version of Diff module and Drupal 11.
On Drupal 8 using diff with core's content moderation the content moderation form is getting flagged as a change when displaying the inline mode.
The moderation controls are shown here on the left with the Chrome inspecting showing on right.
