Add per-filter option for exposed filters to be in the block or above results

There are many situations in which it is desirable to display some exposed filters in a separate block, and to have other exposed filters appear above the results as is the default without selecting the block option.

Use Case:

Imagine most commerce sites where exposed filters for sorting and number of items per page appear at the top above the view results, while exposed filters for related taxonomies need to appear at the left in a block with lists of checkboxes and/or drop down selectors, for example to select one or more brands, or one or more categories.

The advanced options for exposed filter could/should include both the option to enable a separate block, and to choose from among the exposed filters which filters should appear in the block and which exposed filters should appear above the results.

This feature is quite essential for commerce sites.
