Making actions translatable

I followed the instructions in the doc β†’ to make the Variable and the Create Entity actions translatable, by modifying data.rules.inc according to the doc. That allows me to translate the values of those actions. However, when the rule is triggered, the non-default language translations are ignored and the default language strings are used. I can see that the language context the rule is executing in is the non-default one, by adding a php action that writes the $language['name'] to watchdog. Am I missing anything?

    I am very much in favor of having everything translatable, but I don't know of any problems doing that in the current versions of Rules, and the Drupal 7 version is now unsupported.
