The cancel order button is close to the fulfill button, I can foresee a user error by accidentally clicking on the cancel order instead of fulfill. Would be nice to have a way to go back. Adding a confirm cancel order page would be solve this as well.
I can also see a store admin clicking fulfilled on the wrong order (or they received the wrong information, order was marked as fulfilled but not actually processed yet) and needing to go back to the Fulfillment state.

If you edit the form display of the order type, you should be able to edit the state transition form settings. There you will find a checkbox to enable and disable the extra confirmation.
