Cache expire updated before cache removed.

We have a bad logic with cache, because we update the expiration before the cache can not be cleared in some situations.
If we use exist logic if request to GA cached and cache not purge, we are update existed cache to new expiration time. Also, if there are no records in our database, we will not receive new entries in the database to 'google_analytics_counter'. Therefore, I suggest using logic with checking the current time if the cache has not been cleaned before.

    Because of the Universal Analytics shutdown, version 7.x-3.x is no longer supported.
    As Drupal 7 EOL is close, please consider upgrading to the latest Drupal and latest version of this module with Google Analytics 4 support.
    If you are still here and experiencing problems with the latest version using GA4, then please open an issue about it.
