Replace "People" with "Users"

Problem/Motivation

By default, Drupal uses 4 terms to refer to the exact same thing:

  1. Person/People
  2. User/Users
  3. Profile/Profiles (Toolbar user menu)
  4. Account/Accounts (User menu)

In my opinion, we should reduce this to a max. of 2 terms. Replacing "People" width "Users" is a good starting point.

"People" and "Users" are not the same. An user is a person but a person is not necessarily an user. The term "users" better represents what the current "people" pages are about.

Example: Clicking an "Add User" button makes much more sense on a page called "Users" like the "Add content" button makes sense on the content overview page.

Proposed solution

Replace "People" with "Users"
