'module name' is already installed - no way to install different module version without removing the installed files

When you install the release version of a module in D8 and for some reason (maybe there is an error and you want to install the newest dev version of the same module) you have to uninstall it:

- uninstall the module under '/admin/modules/uninstall'
- this does not remove the module files

If you have to install a different version of the same module afterwards, this is not possible. You get the following error message:

'module name' is already installed

The only way to install a different version of the same module is to remove all the module files with ftp or use drush.

But in some cases it is not possible to use drush!
And it is not the easiest way if you have to remove all the module files using ftp.

There should be a way to install a module, uninstall it and re-install a different version of the same module without removing all the module files first.
