Only hotlink if no local file

When you choose to hotlink files instead of downloading them to your local machine, there is no check if the file actually exists. This has as a result that you cannot generate image styles for images that are only uploaded to your dev/test environments. It will generate broken images even though the source file is present locally. A patch is attached.
