drush cim erroneously reports change of install profile

Steps:

  • I updated my dev system to 8.3.0
    Adding some contrib modules; removing some contrib modules
  • I did drush cex on dev system
  • I rsync'd my dev config directory to my live config directory
  • I did drush cim on live system
  • drush cim reported
    Cannot change the install profile from "standard" to "" once Drupal is installed

    .

  • I removed the profile line from core.extensionon live system
  • I did drush cim on live system
  • drush cim was successful
  • I removed the profile line from core.extensionon the dev system
  • I did drush cim on dev system
  • drush cim reported
    Cannot change the install profile from "" to "standard" once Drupal is installed

    .



Can't think how these got out of step ... or whether there's a bug in core.extension as my regular update dev->live scripts did not fail with this error before.

So, how do I get the two systems back in sync so that the scripts run as before?
