Option to link citation title to either entity or URL when using a rendered entity in Views

When a user creates a citation list using views with a CSL styled reference, allow the option to have the <citation title> to be linked to the entity reference or a URL.

Example Citation: <authors>. <citation title>. <journal>. <year>;<vol>:<pagination>

Possible Options

1) Default plain text, Links added on citations with URLs.
2) Default link to reference, URL as link if included in reference.

    The merge request associated with this issue provides a new form setting allowing sites to opt into linked titles as described in the original request.

    This targets the process during the citation normalizer, so effectively, whenever a citation is rendered (not just in Views, as the original issue description stated), this site-defined setting will take effect.
