The 7.x-3.x branch depends on the Editor → module and not the CKEditor → module.
CKEditor is a dependency, however entity_embed.info has it as 'dependencies[] = editor_ckeditor'. As a result it can not be enabled in the dashboard since CKEditor is ckeditor. 7.x-2x has it correct - 'dependencies[] = ckeditor'.
