Required fields in an unlimited, non-required paragraph

I'm running across an odd situation I can't figure out for the life of me surrounding a Paragraph that has required fields.

I have a Paragraph (Business Location) that is an unlimited field, allowing many multiple locations to be added.
The Business Location is NOT required.
The Paragraph (when used) DOES have required fields.
When visiting node/add/my-type, the first (empty) paragraph is already opened.
This forces me to hit the "Remove" button on the empty paragraph before saving, otherwise throws a required field error if I choose not to actually add a location.

HOW can I make it so that this is what I see when I first visit the node/add/my-type page?


(this is what appears AFTER I click "Remove" on the default, empty paragraph)

Seems like this should be a setting under either default field settings or field display settings, but I've tried everything!
