Using bootstrap 3 placed block in footer and it will not float

In my case the block does not float it stays in the footer and scrolls off the page

I have entered the following.

#block-block-26 | container=#footer

I would like my social media block on mobile to float at the bottom of the screen.

I would also like to add the class hidden-md hidden-lg to the block via block-class module.
