Aggregation Views Fail When Using Offset

When using aggregation in a view, adding an offset value other than zero to a pager makes the SoQL query fail, e.g. https://data.seattle.gov/resource/i5jq-ms7b.json?$where=&$group=category&$select=category,sum(value)&$limit=10&$offset=15. This is a bug in Socrata's API, but there should be some message to the user and/or functionality to prevent that scenario.

This affects all Drupal versions.
