Disqus Cooments block Not Displaying. Other default blocks will display

I am working on a dev site. On the current live site Disqus is working fine using Adaptive theme. I tried current production and dev versions, but currently have 7.x-1-10 because it works on the live site.

The dev site has the following:
Drupal 7.53
Bootstrap 3

So all of the other Disqus blocks will display except the main Disqus Comments block.
On Inspect the block appears as seen in the screen shot in the HTML.
I have tried the other suggestions in https://www.drupal.org/node/1159690 → without success.
I tried #55 placing the statement in the footer and the code appears in INSPECT, But nothing shows on any of the nodes.
Cleared Cache and saved settings as suggested in #60
And I get nothing.
Any Ideas?
