I was just banging my head over this trying to figure it out and had COMPLETELY forgotten that we always used to use the override node options module in Drupal 7!! Since we have always used content moderation and workflows to handle publishing and unpublishing ever since we started using D8 for all our sites, that aspect was never an issue, and we rarely ever need to provide our client users with access to the promotion options, authoring info etc.
However, I don't remember ever needing the override node options module in D7 just to give users access to the published status. Maybe that was always an issue and we either used override node options or granted "administer content" back then, I can't recall. Anyway, I do think it makes sense for core to have dedicated permissions for publish status access as well as for these other options.
But in the meantime, override node options is a great solution.
