Decide if and how to handle reverting to revisions that contain dangling references or protecting deletes against entities that have old revisions that referencing it

Hey guys.
We had client request to protect entities that related to the revisions.
The solution is to use config form with ability to set config to check revision or not. And on query level is to use $query->allRevisions();
I'll propose code change here soon.

The next patch implements the solution described above.
