Allow site-builders to use a non-managed file as button icon.

Problem/Motivation

Currently the site-builder can upload a custom icon when creating an embed button, or rely on the default button provided by the button plugins.

We had a need to set custom icons for our embed buttons, but every time you config-export that uploaded file UUID, it would be irrelevant to other environments. Manually uploading an icon on each environment is not viable as subsequent config-imports would undo the association.

Proposed resolution

Add a new form element on the button creation, allowing the user to enter a non-managed file path (eg. into the theme, or modules directory).
