Link to Views administration does not appear

I loaded the Views module (Views 2) some time ago and later removed it because I didn't need it on the site. I now want to use it, but when I upload and enable the module, the link to it under administer > site building does not appear. I have disabled and uninstalled the module and deleted database entries in the system and variables tables and then tried to re-install - all to no avail. (I have also up-graded Drupal to 6.3). The module is listed under permissions where I have enabled it for the administrator.

I don't think I'm getting the basic installation procedure wrong, since I've managed to install it successfully on a second site.

Can you tell me what to do to get a clean install? I'm a novice with mysql and access it via phpmyadmin.
