Unable to publish/unpublish content from admin/content page when Workbench Moderation is enabled

Trying to change the published state of content from the /admin/content page.
Whether or not you have enabled Workbench moderation on that content type, It throws the following errors in a drupal error at the top of the screen:

When trying to publish: "No access to execute Publish content on the Content CONTENTNAME"
When trying to unpublish: "No access to execute Unpublish content on the Content CONTENTNAME"

Steps to reproduce:

  1. New D8 site, standard installation
  2. Enable Workbench moderation
  3. Add new content, set as unpublished
  4. From content page /admin/content:
  5. Check the checkbox next to your unpublished content
  6. From the "With selection" dropdown above the content list, select "Publish Content"
  7. Hit Apply
  8. See error at the top of the page
