I was a user of Open Outreach for D7 and am excited that it has evolved into Drutopia for D8.
I probably missed a step during install. I'm getting "Fatal error: Call to a member function getPath() on null in C:\UwAmp\www\D8\core\includes\install.inc on line 943" just after I click Save and continue on the choose language page.

I found no install instructions. What I did was to download Drupal 8.1.8. I then downloaded & copied Drutopia overwriting files with the same name.
I am running locally on Windows 10 with UwAmp 3.1.0, PHP 5.6.18, and MySQL 5.7.11.
Plain vanilla Drupal 8.1.8 runs fine. I'm also able to update/migrate from Open Outreach on D7 to D8. However, to install Drutopia I backed up all the files and database & started from scratch with a clean D8.

There is no direct Open Outreach to Drutopia upgrade path, but Drupal core's migration module provides the recommended way for going from any Drupal 7 site to any modern Drupal site, including Drutopia. See https://agaric.coop/blog/introduction-drupal-upgrades
