Disabling module leaves broken (and locked) "avatax" field behind

Disabling the module and visiting the field list at /admin/reports/fields will list an "avatax" field with the Field Name avatax (Locked) and the Field Type List (text) (module: List).

The page will also display these errors:

Notice: Undefined index: avatax in field_ui_fields_list() (line 35 of /modules/field_ui/field_ui.admin.inc).
Notice: Undefined index: avatax in _field_ui_bundle_admin_path() (line 335 of /modules/field_ui/field_ui.module).
Notice: Undefined index: avatax in field_ui_fields_list() (line 35 of /modules/field_ui/field_ui.admin.inc).
Notice: Undefined index: avatax in _field_ui_bundle_admin_path() (line 335 of /modules/field_ui/field_ui.module).
Notice: Undefined index: avatax in field_ui_fields_list() (line 35 of /modules/field_ui/field_ui.admin.inc).

That's actually two errors listed three times each.

Running cron and clearing cache doesn't fix this. Uninstalling the module doesn't fix this. The field is always there and always broken.

This happens in 7.x-4.3 and 7.x-4.x-dev.
