The fast_dblog module → allows you to log 404s without having to have dblog enabled (and all the additional logging overhead that entails). The redirect module will only enable the "fix 404" page if dblog is enabled - it would be nice for it to work if fast_dblog was enabled with the option to log 404s checked.
I'm working on a patch for this. At first blush it seems straightforward. :)
