If there is content for the URL, but the content is unpublished (and the user doesn't have permission to view the content), the search is done on keywords from the internal path (i.e. node/868) instead of the actual URL (i.e. parks/illinois/camp-yogi). In this case, I think Search 404 should use the keywords from the URL as is so that the end user still gets a meaningful search.
