I filled IP range start field as 51.255.65.00 (correct 51.255.65.0) and result $lower_dec = (float) sprintf("%u", ip2long($lower)); was zero. So, were banned ALL IP up to 51.255.65.255 . Maybe need check for $lower_dec value?
