Disabled allow_url_fopen setting blocking directory creation

I am getting the following error from Drupal\Core\File\FileSystem::mkdir() when uploading a file on an image field for the first time:
Warning: move_uploaded_file(): s3:// wrapper is disabled in the server configuration by allow_url_fopen=0 in Drupal\Core\File\FileSystem->moveUploadedFile() (line 74 of core/lib/Drupal/Core/File/FileSystem.php).

I wonder if there is anyway round this without changing php settings. By all testing so far this doesn't appear to be an issue when using the S3 api without Drupal.
