Legends display on nested vertical tabs

Similar to #1945848 β†’ , it is possible that legends can be shown for vertical tab panes when you have one set of vertical tabs inside another. The solution patch would look much like the patch applied for that issue.

My particular scenario is that I have nested paragraphs, where the paragraph bundles in use each have vertical tabs to organise the fields (via Field Group module).
i.e. a paragraphs field containing a paragraph whose bundle also contains a paragraphs field. Each paragraph bundle uses vertical tabs to manage its fields, via the Field Group module.

On the node edit page, the panes of the inner vertical tabs have the fieldset legends showing. These shouldn't be showing.

Although this scenario might be considered specific to Paragraphs, there may well be other ways to end up with nested vertical tabs. I concede that it might ordinarily be quite difficult to achieve this through core.

I guess the question that will come up is: is this issue really a core issue? Or a Field Group issue? Or a paragraphs issue? A Seven theme issue?
My opinion is that that depends on whether we're happy to consider nested vertical tabs as something that should ever exist. I would contend that they can exist, and with modules like Paragraphs taking off with ever-increasing usage, they are going to exist with greater regularity.
