When user, permissions or CSS/JS query string change, do a full reload

When either of these change, we should do a full reload:

  1. the current user (see drupalSettings.user.uid), otherwise we could continue to show user-specific data (when masquerading)
  2. the current user's permissions (see drupalSettings.user.permissionsHash), otherwise we could continue to show things that the current user no longer has access to (if permissions are changed while the user is browsing)
  3. the CSS/JS query string changes (nothing yet to track this by), otherwise we could continue to (if code is deployed while the user is browsing)
