#2578995: Update the link descriptions on the Configuration page for the system module → reminded me that 404/403 pages are under site information. It's been like that for years, but to me at least, I'd expect to find them under development/error handling.

This is a duplicate of 📌 Move Front page & Error page settings out of "Site information" and into their own respective config pages. Needs work but with a narrower scope. I'm not sure which one makes more sense, so leaving them both open.
