Yep I agree with @mglaman since #3178534: Start running PHPStan on Drupal core (level 0) → this is done.
Closing and removing the framework manager tag.
Now that drupal has classes it is possible to run through static analyzer tools such as SonarQube.
They are in fact actually already running scanners against drupal and the results are pretty awesome !

This is often a good indicator of the health of a project and also for purists a way to improve design, and see what are the codes issues.
I don't know how to categorize this issue because its neither a task or a bug, its just informative and maybe in the future we can create plan to reduce and improve more and more the code !
