Thanks for reporting and working on this. The fix looks correct. I have double-checked the D8+ version of the module and the setting is working.
Committed this to 7.x branch.
The configuration form used by the email logging module isn't actually submitting the "Replace debug_backtrace() argument values with types" setting because its value is being removed before system_settings_form_submit() can get to it.
Tweak the submit callback so that it doesn't remove the form value.
