You tell me - are you working on it?
As a totally unpaid volunteer maintainer, I work on the parts of Rules that are a priority for me. This is not one of them. All the pieces are there, so anyone who needs or wants this has a solid basis to work from to build the UI for this feature. And I am happy to provide pointers and assistance to anyone trying to get started on this - I have done so many times in the past. If you don't have the skill set to help with this issue, then help with one of the many other issues where we need help. This software may be "free" but it takes thousands of hours of time to develop and test and support it, and an open source project like Drupal only works if the community participates and contributes - not only time but expertise and documentation and even money - to build and improve and keep these projects going.
