To see the issue:
- create recurring license (with CLB);
- suspend license before the expiration date;
- let the expiration date pass;
- activate the license after the expiration passed;
and the license will be active there in the system forever. I am afraid on large websites with very different scenarios the system could get clogged with ghost licenses like that, so I believe Drupal Commerce could take care of this problem by not letting activation of the licenses, which already passed their expiration dates.
