As the coding standards issue was closed I'm closing this as well.
PhpStorm recognizes annotations and allows importing the class in order to facilitate jumping to the annotation definition from its usage (e.g. @Plugin).
However, Coder Sniffer does not "see" this usage and says that the statement is not used. I don't think there are any coding standards on this either way, so I think the sniff should recognize this usage (or we should establish a standard first).
