Make Comment Requirement Configurable per Transition

I've set up several workflows on sites that needed comments only for specific transitions but not every single one.

Example: an article moving from "Draft" state to "Review" state Doesn't need a comment but we would like to enforce an editor moving an article from "Review" state to "Rejected" to supply an explanation and some context for decision. Similarly, there are workflows I've created where I would like to enforce commenting to make user explain rationale behind state transition while not imposing it on transitions that don't require that degree of rationale.

I think this could be easily implemented by adding option on Transitions setting page with a select option for each transition (Comment Require, Comment Required, Default)
