No more partial cache refresh?

I have just updated to be able to get the private:// scheme handling (works great, thanks), but I'm a bit dismayed to see the partial cache refresh option has disappeared. We depend on it hugely as there are about 120k files in our bucket, but only about 1000 in the "folder" that sees changes from outside of Drupal (from external uploads for future import into Drupal). We are unable to refresh the cache now (without using drush, which our end-users don't have access to, for obvious reasons!) as it times out every time.

Is this feature gone for good, replaced by the 'Root' configuration option? I could certainly see that being useful for some too, but being able to partially refresh cache really is handy. How about a tick box to retain all file entries that are outside of the 'Root' folder on a refresh?

Regards,

- Paul
