Add some help text about what an 'active' state is for a registration

Hi,

On the registration states admin form (admin/structure/registration/registration_states) admins have the ability to select which states count as 'active' without any explanation as to what this means or the ramifications.

Could some help text be added to this page to clear up any confusion please.
