Ensure various queries, links, documentation take into account the new "Plan" issue category

All the following (and probably more) need to be updated to include plans:

Dashboard blocks -- needs issue
The contributor links block that contains counts of e.g. X critical bugs, and so on -- needs issue
#2504039: Adjust critical issue counter/link at /drupal-8.0/get-involved to account for "Plan" issue category →
Handbook documentation about issue priorities and categories
Any link to critical issues in any g.d.o/core or blog post or on any handbook page
Folks' bookmarks -- needs prominent announcement somewhere, e.g. g.d.o/core

-- fixed by xjm

Probably there are others.
