I was getting a number of PHP warnings during cron that there was an invalid foreach() (empty array) with respect to $data['files'] as it looped through. Turns out $data['files'] wasn't set.
I added some watchdog messages to help with diagnosing the errors. (In my case, it was an API overlimit error.)
