The redirect module has some code with a comment that indicates that the code should be removed when "http://drupal.org/node/1329914 is fixed in core". It appears that this was fixed 3 years ago and although I don't see the issue by number in release notes. I have seen that the patch was integrated.
i think the code can now be safely removed.
A patch can be created, tested and integrated if approved.
This should not impact the user interface
